Manila, 1969. In the new-sprung slums of a rapidly growing city, Capt. Homer Magtibay of the Manila Police Department leads the investigation into a series of violent murders of young men and women. He is joined by his work partner 1st Lt. Billy Ojeda and supported by their station chief Major Conrado Belarmino in this quest. They trace the murders to a long-simmering turf war between two notorious gangs whose operations range from illegal gambling and theft to running a prostitution ring and lately, bigger and harder to pull off criminal activities. Magtibay discovers another way into the case. There, he finds a solution so simple yet bizarre and sinister. The gang members are the least consequential players in all of this. Big business, local politicians, and the police play significant, interdependent roles in wreaking what would become the unstoppable decay of the city that Homer Magtibay loves with all of his heart.
